Biografia In gioventù lavorò nel vaudeville e in alcune produzioni teatrali a Broadway, ma è ricordato soprattutto come attore caratterista in più di quattrocento tra film ed episodi di serie televisive. Fu co-protagonista di The Oregon Trail (1936) con John Wayne e partecipò a molti altri western degli anni cinquanta e sessanta.

Interpretò poi il ruolo dello sceriffo Tom Blodgett in 53 episodi della serie televisiva The Roy Rogers Show e di George Dixon, il sindaco della fittizia cittadina di Yellowstone nella serie televisiva western Man Without a Gun. È anche ricordato per il ruolo di Joe McCarthy, il manager dei New York Yankees in L'idolo delle folle (1942)Allmovie, op. cit..

Morì a Sylmar, in California, il 27 novembre 1985 e fu seppellito al Pierce Brothers Valhalla Memorial Park di North Hollywood accanto al figlio Harry Harvey Jr., anch'egli attore attivo fin da bambino dal 1934 al 1966, morto nel 1978Find a Grave, op. cit..
